President Benigno Aquino III has officially appointed former Senator Francis "Kiko" Pangilinan to a government post with a rank of Cabinet on Tuesday, May 6.
Pangilinan took his oath as Presidential Assistant for Food Security and Agricultural Modernization (PAFSAM) at the Palace Music Room this afternoon.

Pangilinan served as chairman of the agriculture committee in Senate from 2010 to 2013.
One of the functions of Secretary Pangilinan is to supervise four agencies formerly under the Department of Agriculture (DA).
President Aquino on Monday signed Executive Order No. 175 transferring four key agencies from the DA to the Office of the President. The following DA agencies are National Food Authority (NFA), National Irrigation Authority (NIA), Philippine Coconut Authority (PCA) and Fertilizer and Pesticide Authority (FPA).
Aside from overseeing the four agencies, Pangilinan was also tasked with coordinating and monitoring the policies, programs, projects and activities relating to the National Convergence Initiative (NCI), in conjunction with its national steering committee and technical working groups.
Pangilinan’s appointment came after Agriculture Secretary Proceso Alcala’s office was surrounded by controversies regarding pork barrel scam or funneling of state funds to bogus organizations.

On behalf of the Department of Agriculture family, I welcome the appointment of Secretary Francis Pangilinan as Presidential Assistant for Food Security and Agricultural Modernization.
I’ve personally known Secretary Pangilinan to be a man of competence and commendable work ethic, having worked with him previously when he served as chairperson of the Senate committee on agriculture and food on his last term. His natural love for farming and willingness to help bring about sustainable growth and prosperity in Philippine agriculture are qualities that are truly commendable.
Thus, I am confident that he will be effective in his new role in public service, notably in President Aquino’s economic team tasked to formulate and execute strategies aimed at attaining more meaningful or inclusive socio-economic development.
