Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced that the low-pressure area (LPA) spotted in Visayas has strengthened into a tropical depression and and has been locally codenamed "Kabayan."

According to the weather advisory of PAGASA, issued at 5:00 pm, the center of Bagyong KABAYAN , as of 4:00 pm, was estimated based all available data at 205 km Northwest of Dagupan City, Pangasinan. (16.6°N, 118.5°E) with maximum sustained winds of 75 kph near the center and gustiness of up to 90 kph.
It is forecast to move West Northwest at 20 kph.
